My hunter needs this ore for the class hall quest line. But it isn't a miner. So I sent my level 107 rogue down to get some. Turns out, I can't even see the deposits to mine the ore. Looks like this is level 110 only. So don't waste time like I did by sending down a lower level character.
You can mine the ore on the character you have the quest on, even without mining as a profession.
So just go down and do it.

Didn't need mining skill to mine Azure ore.
1. Didn't have near flight point so used portal from Shal'Aran to L.estate.
2. Used Rocfeather Skyhorn Kite to hit water
3. Approached from south on water strider, there were eels to kill.
4. Picked Shimmering Ancient Mana Cluster
5. Killing each eel would get lightning zap skill to do 500k dmg and stun enem
6.. There was rare Rok'nash, killed him 2 times.
7. Encountered 3-5 nagas total.
8. Used Flight Master's Whistle underwater to get back to closest FP
9. Continued questing.
FYI, for efficiency, there is a pretty long quest chain in the same area which includes Fisherman's Tonic
This gives undersea breathing as well as you can just mine these while in the area.

Description
If we want to bring the fight to Hakkar, my rangers are going to need arrows and ammo that are capable of piercing the thick, magic-resistant hides of his hounds. There's a versatile smith in Dalaran who does incredible work with both bows and blades alike. He uses azure ore in his creations, which can only be found below sea level. Due to its proximity to leystone, the ore is often overlooked, but in an expert smith's hands, it can be smelted into something nearly indestructible.
