I made an account here just so I can share this with you guys, lol.
I had exactly the same problem.. And I waited for a GM to respond on my ticket for 3 days...
But when I read the former comment, a friend of me went on his Horde char and killed it.. So it "resets". P.S. It spawns back very fast. :)
So, just let a Hordie kill it, and you can deliver your quest.
However it needed to be killed again for me to get the other quests from him.Made it able for me to complete the Loremaster!

Description
{name}, now that it has been bathed in Elune's blessed light, I believe that the concoction will help the afflicted child. Please, take it to Astranaar and give it to the child's parent, Pelturas Whitemoon. To reach Astranaar, follow the road south and then east. However, if you'd like to get there more swiftly, speak with Sentinel Avana.
