Had this drop from a Mechanized Chest today in Mechagon. I do not have the mount yet, so it can drop even before you have the mount, just like the Mechanocat Paints.
My alliance Kul Tiran druid got this from a chest in the AU during the Chromie daily and I was able to turn it in to the horde goblin, complete the quest collect 10g 97s 50c as a reward and watch the scenario of my goblin mount being painted Goblin Green...Hilarious
