As pointed out by Pheramoans in the PTR section ("THANKS" wowhead):
"Instead of spending time looking for these Unidentified Mass (like we did), you can just go buy them from Flrgrrl in Mezzamere for 1 gold each in Newhome"
Apparently you have to complete this quest whithin a single day. I wasn't aware of time, daily quest reset happened and then the quest NPC simply disappeared.
ALERT! This quest does NOT appear on the Mechagon map! This is extremely important for people trying to complete the meta. You can't look at the map for this guy. You actually must fly to his spawning location and see if he there offering the quest. Just go the innkeeper / mailbox and type /tar Steelsage or /way 73.58, 34.41

“Place bids from anywhere.”
The Rustbolt Resistance holds the line against King Mechagon and his evil plans.
Reputation group: Battle for Azeroth.
Other quests in Mechagon that reward Rustbolt Resistance reputation: Secretest Fish (+25), More Power (+75), Grease The Wheels (+150), Right Bot for the Job (+150), Toys For Destruction (+150), The Nuts and Bolts of It (+150).
Item facts are the current retail client’s (ItemSparse); the specialisations for a pick-one item are the ones the Blizzard quest API lists; faction and currency text is the client’s own. Lowest listed price = the US commodity auction house now.
Steps, storylines and map placement from the client’s QuestLine, prerequisite and QuestPOI data; neighbouring quest text is Blizzard’s own (quest API), shortened to its opening sentences.
These quests carry the same name and the same data in every field we hold. Quest 55815 is the main entry.
