Apparently you have to complete this quest whithin a single day. I wasn't aware of time, daily quest reset happened and then the quest NPC simply disappeared.
ALERT! This quest does NOT appear on the Mechagon map! This is extremely important for people trying to complete the meta. You can't look at the map for this guy. You actually must fly to his spawning location and see if he there offering the quest. Just go the innkeeper / mailbox and type /tar Steelsage or /way 73.58, 34.41
