This is a PVP quest, and I hate PVP, but I'm desperate for rep, so here I am.
Enable WM, kill things, (Creatures, robots, etc) and they drop the Prototype Implants you're after. The droprate is low (3 or 4 per kill) for NPCs. Actually killing Horde players doesn't seem to do anything for this quest.

If you want to avoid PVP while farming, you can do this in the alternate reality world by using your [item=169114] (consumable).
Kill [npc=149839] and [npc=150667] in the area around the town. For instance, at /way 70.1, 46.8.
[npc=153991] also drop it but they have more hp and are therefore less efficient to farm.
You can leave the alternate reality by right-clicking the buff off.
*Note: This may not be the best way to avoid PVP on the occasional days when [npc=153993] is up in town and sends everyone into the other world to do The Other Place.
If you'd like to avoid the PVP aspect of this quest as much as possible just hang out at around The Overspark Expedition Camp 78, 38. The Alliance flight point is nearby so less likely for Horde to drop in on you. There's a constant stream of bots attacking the expedition there so you'll get a little help from the NPCs. Don't bother going after the spiders as they don't drop anything. Just go after the [url=[npc=153523]Enraged Rustbots.

Description
<Overspark pulls you in close and whispers.> As the leader of this momentous expedition, I must stay with Prince Erazmin to ensure he's not swindled by this Horde hooligan. But I cannot stop my research, or the Horde will gain the advantage! Underlings like yourself must collect the technology samples required to fuel my legendary brainstorms. Bring me prototypes from the island, and I will turn them into groundbreaking new innovations for the Alliance!
