From Xibala, head west to the Iron Dwarf camp. The bones drop from the dwarves & there are also boxes of them scattered about. It's pretty easy to complete.

as of patch day, it seems to be currently bugged. The bones don't show up in loot windows (even the boxes labeled "bones"). No idea if the ally side one is bugged too.

Description
When I was sailing in, I noticed the remains of an unbelievably large beast on the nearby peninsula. Whatever it was, it must have been strong, making it the perfect source for the bone elements of the drums. Go to the peninsula, 'Xibala' I've heard it called, and fill a bag with the bones you find. If you come across any of those damned Alliance, show them no mercy. They did this to themselves.
Where to go
Pins are the quest’s own POI points from the current retail client, projected onto the in-game zone map. The game marks one blob as the quest’s turn-in; the rest are objective areas. Points that fall outside a map’s window are dropped rather than guessed at.

- Make Some Noise
We have everything we need to craft the drum, except the Earth Mother's blessing. The drum is but a vessel, like a cup. We need her to imbue the drum with power, filling the cup so that we may drink.
