For alts jumping in just to get the recipe - you will need to unlock Horde outposts for at least Drustvar and Stormsong Valley (Krazzlefrazz Outpost and Warfang Hold respectively). The quests to do so: The Kul Tiras Campaign and The Ongoing Campaign. The respective drums won't show until you fully unlock those footholds. Fortunately, the quest lines are short. If you do not see a possibility to pick a quest from Nathanos, choose your next move with Your Next Move first.
Frankly, the Tiragarde drum is not located within the main Horde foothold but a secondary one (Timberfell Outpost) and despite my alt not unlocking it and unfriendly NPCs running all around, I was able to see and interact with the drum.

Anyone else's drum in Zul'jan interfering with Shrine of Krag'wa? Seems to me it's in the wrong place.
Don't be like me and think that you have to craft some sort of drum first in order to do this quest. You do not need any materials or items in your bag to do this quest. Just go to the specified locations on your map and click the drum in each of the zones.

Description
Our work is almost finished. These drums, while powerful, are practically useless here in port. If you want to get the most benefit from them, you'll need to spread them out. I'd suggest one for each territory here and in Kul Tiras, to help you when you are on a quest and to keep you at your strongest when you're behind enemy lines. Look for someplace centralized in each territory to place drums. Once you return, I'll show you how to make the mallet needed to utilize the drums.
