Agreed on the poor quest design. There are too many with zero information on what to kill and where to complete the quests.
The Construct Field Plan dropped from a Steelspine Veteran around /way 51.2, 64.1.
Once I got that one, two smaller areas on the map were visible.
The Vyraz Tactical Plan dropped from Vyraz Bladesworn. /way 48.9, 64.0
The Lich Battle Plan dropped from a Necromantic Scourer. /way 53.6, 65.8

Drop rates for this seem pretty low or I am really unlucky. Spent 7 minutes killing mobs before a single drop
