TheWoWDBLevel 3 Garrison... Go into you Town Hall and go straight on instead of going to the left for dailies etc.
Go down the hall and into the back room and in the back square of the room on the right there is an oval table with candles on either side of it. Simply press and PRESTO! Bobs your Uncle, Job done!
A ? will appear on your screen to hand it in.
