That might be true for horde players im not sure on that. But i do know that for alliance players you have to place it in the resting quarters of your command hub in your tier 3 garrison. For those alliance players: Enter your command hub of your tier 3 garrison and go through the doorway that leads to an NPC named "Chronicler Zataara", with her to your left keep walking right and you will see another room. Go into the back corner by the window and you should see a placement spot for it there.

Thank you, AeroDemon616. I didn't know what to do with it until I read your comment, then wandered back into that room and saw the glowing outline of where to place it on the far side of the room, right corner.
