I created this from Arakkoa Archaeology on a toon with a level 2 garrison at level 98. He will have to carry it around until he hits 100 and gets the level 3 garrison.
For Horde: (Level 3) Enter the town hall and go to the left 'bubble', opposite the Blueprints vendor and Gazlowe.
