Yes, if you have a level 3 garrison you are able to obain this quest from the scroll. The quest itself is turned in inside your town hall, just go straight forward through the hallway and then turn right and you should end up inside the room that looks like this: http://i.imgur.com/m4vKJV6.jpg . Right there on the table is a scroll which you use to complete the quest: http://i.imgur.com/w7OKKbE.jpg . Hope this helps. Note: This is for alliance.
For the Horde Garrison: It's in the left room inside your Townhall.
