To start this quest you have to talk to Polemarch Adrestes (/way 36.6, 64.0) in The Enclave in Oribos.
You progress by doing stuff in Bastion. Here's the progress you get:
- 6% for every rare you kill
- 8% for every quest and world quest you complete
- 12% for every dungeon boss you kill
Tip on how to get this as fast as possible:
Go to Aspirant's Crucible and talk to Orator Kloe (/way 55.2, 80.2) to start a rare spawn fight that spawns 4 different rares that each gives 6% to your quest. You can wait around for others to activate the fight after you have completed it and you will get credited for the kills. I spent about 10 minutes there and proved my worth.

If you are looking for rares to kill - the beasts of bastion encounters each count towards your percentage.
Next quest becomes available next reset and is called 'Rebuild Our Trust'.
I did the first quest just before the reset and received the next quest the next day.
