The mobs on the eastern side of Shattrath appear to drop them, these were for the most part non elite. These areas include Shattrath Market District, Shattrath Commons, the area between the anchorage and the market district, and finally the Anchorage. For those looking at the map, anywhere east of the words Shattrath City, and Northeast of the area with water divided into four sections. You can also kill rares throughout Shattrath which from my experience drop 5 each. The normal mobs in the area i described are much quicker though.

This quest appears to cover the entirety of Shattrath (the lvl 100+ area) as the working zone. From what I've experienced so far, you have to gather 100 medallions at the rate of 5 per rare (lvl 101-102) (excluding Ourmo, though that could have just been bad luck on my part).
The good news is it does appear to be possible to gather the medallions while in a raid group, which is going to be near necessary to make this happen.
Edit: Shattrath Harbor Daily area also drops these. Lvl 100s @ 2 ea, 101 @ 3 ea.

Description
The Shattrath offensive is going well, but Socrethar refuses to show himself. And despite our best efforts, we are unable to break into the inner city, where he resides. However, we think we can lure Socrethar out of hiding. Defeat his lieutenants and warriors, then gather their medallions of service. When we show him proof of their demise, his pride will surely force him to face us.
