I had this horrible bug, all I saw was multiple Iron Shredder Prototype standing in the one spot. I killed them all and waited for about 5 mins for everything to reset, eventually Ketya will too, just kill her first before the shredder otherwise it will bug out. :)

So I was in a party with another person when I completed this. We tried the whole leave party and still nothing. What I had to do was exit the game completely for the person I was questing with to be able to see her.
If you cannot see [npc=75986] and you are in a group, you might be stuck in a different phase. Disband and she will phase in.
