It took me a few tries to realise you have to beat up the ram enough for him to 'calm down' (not kill him, sheesh) for the quest to complete.
This is a bit late of course..
If you happened to have already earned a stealth buff from the Green Dragonflight, making you stealth automatically when not mounted / in combat, this will NOT work.
You need to grab a nearby mob, and keep yourself in combat while spamming the action button. Once the ram turns hostile, you can kill the mob.

Description
Since the argali don't seem to have much respect for Taivan, we should see if he can handle the herd's ram next. He's the boss of all the argali here, and quite the stubborn thing. If Taivan can assert dominance over the ram, the herd will start obeying him. You can find him just over there, on the hill. Good luck, Taivan. If this doesn't work, I'm afraid there's not much hope for him being a herder!
