Resilient Survivors

The absolute best strategy to defeat all pets, if you don't have a large roster or are new to pet battles, is to use an entire team of level one pets, as these pet world quests scale with your pet's level. When the pet is scaled to your level at level one, it loses most of its abilities and difficulty.

Use these at level 1, the enemy pets will also scale down to your pets' level.

1. Aquatic pet (ex. Benax)
2. Magic pet (ex. Anomalus) - but Stormborn Whelping works just fine
3. Beast pet (ex. Baby Stonehide)

These are really easy to get, cheap pets, unlike the ones mentioned in the top comments. Chances are you already have them.

Pandaren Water Spirit with Water Jet, Dive, Whirlpool
Nexus Whelpling (P/P) with Arcane Storm and Mana Surge
Zandalari Kneebiter (mine is P/B) with Black Claw and Hunting Party (though he was never used)

Start with Water Spirit against Ash. Whirlpool > Dive > Water Jet till Ash is dead. Fang comes in, drop Whirlpool then swap to Nexus Whelpling.
Nexus Whelpling > Arcane Storm > Mana Surge. Fang should be dead before the second round on Mana Surge, if not the second will kill him. Swarm enters and Mana Storm continues and usually kills Swarm. If not, swap to Kneebiter.
Zandalari Kneebiter > Flock to finish Swarm off.
