This quest can not be completed whilst the quest Call of Duty is in your quest log, as this places Stormwind Harbor 'in phase' as stated by Stokky. Either complete the Vashj'ir event or abandon the quest and reacquire after collecting your Rock Lobster!
Man, I hate viscous sharks! It takes so long to wash them off my hands afterward!

Description
If I could choose my last meal, it would definitely be fresh lobster tail. Something about that tasty crustacean is just irresistible! We recently started trapping lobsters here in Stormwind. Would you mind heading out and checking the traps for me? One more thing, watch out for the sharks. They can be vicious down there.
