You can find Slanken at the base of the waterfall outside Glitterfall Basin. Slanken is trapped by an enchantment and needs to be carried out without touching the water It takes ~3 casts of Door of Shadows, if you don't feel like doing this as a jumping puzzle.
Save yourself some headache and get your Anglers Fishing Raft from your toy box. Use the raft next to the water lili first, then talk to Slanknen. With him on your head just raft to the finishing line and you will get credit.
To unlock [faction=2454] first talk to [npc=165453] at /way #1525 28.6 41.0 Lady Ilinca.
Buy, then use [item=183956].
Go to [npc=159740] at /way #1565 63.68 36.61 Choofa.
Pick up RSVP: Choofa which will ask you to ask his friends to join the party.

The intended way is to save him is to jump from lily pad to lily pad, but that's annoying.
