Note that the quest NPCs are up on the archway above the entrance to the keep.
Not on ground level. .. .Don't be me, and run around like an idiot searching and not looking up until 5 minutes later.

i was you, but i got impatient after 2 minutes maybe. But this questline isn't a real smooth ride so far :(
You pick this quest up from Lady Jaina Proudmoore.
You’re basically just going to be mounting up and traveling over to where Stromgarde Keep is, not Stormgarde Keep, in case you’re dyslexic.
My quest marker wasn’t showing me where I needed to go at first, it was pointing somewhere way off the map, so if it does the same for you, just know you’re heading to the west side of Arathi Highlands.
You’ll speak with Lady Jaina again on top of the front wall.

Description
The plans you found indicate the ogres are trying to get food to supply a massive attack on Stromgarde Keep! Or they're trying to use the crops to keep guarding an object named a storm. The translation was loose. It's safe to assume our problem is the former. Let's go!
Where to go
Pins are the quest’s own POI points from the current retail client, projected onto the in-game zone map. The game marks one blob as the quest’s turn-in; the rest are objective areas. Points that fall outside a map’s window are dropped rather than guessed at.

Taken from the storyline's own step order.
- Farmer's Nemesis
Farmer Bruvk mentioned an ogre named Runk was leading the group here. These creatures won't leave this place as long as that ogre is commanding them.
After this quest
Taken from the storyline's own step order.
- Repelling the Siege
We must do everything possible to stop this siege on Stromgarde. Make your way into the battle and weaken the ogre forces. Stromgarde should be able to rally if they can gain the upper hand.
