After reaching rank 3 with the [faction=2564] and unlocking the new profession quests in Valdrakken I received this quest from [npc=203516] despite not being an Engineer.
I believe it is related to Fishing profession instead, as [npc=203516] also offered a Cooking quest Road to Season City.
The quest rewards 5x [item=204985]. Unsure yet if it's a one time quest or part of a weekly rotation of Fishing quests.
Considering they are selling for 2k gold each on my server, it may not be that easy for some people.

Description
The kith of Loamm request the skills of an engineer! We have heard of the marvelous machines invented right here in this city, and eagerly wish to put these to use underground! We have an engineer of our own down below, Mister Scrybbil, who has a special interest in what you call "fishing rods". How does such a thing work? Do you use them to spear the fish? How strange! Please deliver these "fishing rods" as soon as you can, won't you?
