It's a part of [spell=265852] quest line to obtain [spell=253360].
You can use Enchant Gloves - Kul Tiran Mining to speed up ore gathering.
To complete the quest just return the necklace to [npc=136091] in Bolarus.

It would appear that "Seams familiar" for the Lost Anchor Necklace now requires 145, trying at 130 and 140 gave me a "You don't meet the requirements"
While the rank description in the mining profession screen for my alliance character lists Drustvar and Tiragarde Sound, the Lost Anchor Necklace dropped for me from a Monelite Seam in Stormsong Valley.
My Kul Tiran mining skill was 148 at the time.

Description
You find a necklace in the shape of an anchor with the name "Cabot" etched in a banner. The name immediately brings up Myra Cabot, the mining trainer in Boralus. The condition of the necklace makes it look like it has been well maintained. She probably wants it back.
