Alliance: [npc=123639] is in the unmarked building to the right of the Snug Inn (which you visit on the Boralus tour quest) in Tradewinds Market [75.25, 14.33].
Buy 1 [item=159845] from him.

Go out, turn left, down the stairs, left. Walk out along the pier to the left of Akua the Fish Hawker, down the stairs and head down again towards Will Melborne, Ferry Master. [npc=139375] is to the left, sleeping behind some crates at [75.5, 23.2]. If you can't see him, then:

/tar Franklin

Then put a raid marker on him

Update: Horde get a similar quest, Three Sheets to the Wind. For this you need to bring [npc=139634] a [item=162574] from [npc=120840] next to him. Biru can be found sleeping in the "Spirits Be With You" inn

There are numerous drinks that Franklin can be offered, but there are a lot of drinks that he won't take. The quest seems to point to the bartender in the building next to the Inn, but none of the drinks he sells currently works on the quest.

After searching high and low, I found that you need to give him some Brennadam Apple Brandy, currently sold by Allison Weber, the Harborside Spirits vendor. She at a vendor stand on the mid-level of the Tradewinds Market, near the fountain.

Description

Hey, {name}. Now isn't a great time for me. If you're interested in learning, you could talk to Franklin, my old apprentice. He used to be a damn fine miner, but now he's just a washed up drunk. You can find him asleep on the docks. I don't remember what he drinks, but if you bring him something he's sure to at least try it. He'll talk if he likes it. Talk to Harold Atkey, the bartender, he's sells a variety of drinks, I'm sure one of them is his choice.
