Her thread is on the ground at her feet. It's a tiny hourglass.

Pick it up and you will get a 'special action button' Use it on each of the Anomalous Time Rifts.

If your efforts spawn a Chrono Anomaly, you're special action button may vanish. You will find the quest item in your inventory however.

The Tools of the Trade: Tailoring Questline starts at Kul Tiran or Zandalari Tailoring Skill 150. Upon relogin into the game or leaving the area and returning to the trainer, next time you will see Timeweaver Delormi near the trainer. She will provide the quest titled A Friend in Needle.
