i can't get it either - lvl 31 undead mage. my buddy got it. lvl 30 tauren hunter.
Seems not to be a bug. Quest was available to me at level 30, but not level 31 or higher. Blizz probably wants us to travel and farm rep and xp in other places.

Description
The Alliance encroaches upon our territories within Stonetalon. The forces of Northwatch have broken through our blockade in the south and occupy Windshear Valley, to our west. From the northern front comes an onslaught of night elf soldiers. All must be stopped! Venture forth into Stonetalon and destroy all Alliance soldiers that cross your path. Let their deaths serve as a message. Stonetalon belongs to the Horde!
