You pick up this quest from [npc=56802] in the Pools of Purity in the Valley of the Four Winds. The turtles are located right up the hill near the quest giver and only have about 37k health, so they can be taken out easily.
Make sure to pick up Bottletoads from Yan and Clever Ashyo (it leads to The Golden Dream ) in New Cifera. These quests will need to be completed in the same area.

Description
These pools are very special: they nurture life like nothing else in Pandaria. Unfortunately this means they draw all kinds of attention from local fauna. Recently, dragon turtles have discovered that toadspawn pools are common on the tier just above us. They're running wild up there, trampling the lotuses and snapping at my workers. They aren't much of a threat on their own, but in groups they can be pretty nasty. Please, if you can spare your strength, help clear them out.
