The cinematic can be repeated by clicking on the banner hanging behind [npc=56720] off of the stairs. It would appear that this banner isn't available in the phased area after you've first seen the cinematic though, so complete that Savior of Stoneplow questline and then you can see it again out of that phase.

It looks like your handsome friend there - no, not Mudmug, the other one - has a few casks with him. Could you spare a keg for a town in need?
