Go to the quest zone and go up the hill to get on the big chain (so big it looks like a bridge).
You have to stand in 5 different places and get struck by lightning, climbing all the way up the chain. Blue swirling circles will show you where to stand until you get struck by lightning and "energized." Then you go back down the chain to mount Borrhas and use him to kill the mobs.
Finish the objective and you are transported back to Keeper's Respite. So if you have a bunch of dailies in your queue it might be convenient to do this one last.

Come on, just let us control Borrhas, cause his pathing is bad
The pathing on Borrhas is laughably awful.
This quest takes a needlessly long time to complete because you can't face the mount towards mobs you want to hit, and it feels like Blizzard literally went out of their way to make Borrhas just avoid having as many enemies directly in front of him as possible.
It's even worse if a player is in front of you because what little mobs you can hit, they just burn first.
Awful design.

Description
{name}, the scrap metal we've been recovering has some interesting properties. I have come to believe the mawsworn are imbuing their armor and increasing its durability. Take this lightning rod. First, you will need to get struck by lightning. Don't make that face. You'll be fine. But, you need to also be grounded on mawsworn metal. The large chains embedded in Korthia, near the Windswept Aerie should work. Once you are... ah... energized, I will send a tauralus, Borrhas, to carry you into battle.
