Val is unlocked after completing the short quest chain given to you by Riftblade Maella. After that use the portal in Voidstorm (Howling Reach) to travel to either Val or Naigtal. The portal destination rotates weekly. One week it's Naigtal and the next it's Val.

Quest Briefings on the Val Map
The opening lines of the quests the game marks on this map, in the quest giver's own words, from Blizzard's quest data.
- A Frigid Welcome to Val: “Even with the element of surprise, we are at a disadvantage without allies. Storming Pertinax's stronghold alone would be a death sentence.”
- A New Approach: “For this threat, you'll need to think more like the domanaar. Luckily, I can do just that.”
- A Place to Negotiate: “While you were attuning the gem to the Void, I managed to acquire one of Impotus's projection devices.”
- A Shot at the Dark: “Now that our trap is attuned, we just need to lure our prey out into the open. I have strategically...”
- Captivating Science: “The domanaar Impotus sounds like he can be persuaded to set his sights elsewhere. Speaking with them directly will be challenging.”
- Depose the Deranged: “Defeating Ignedus is impressive, I suppose, but it does not mean you're any closer to taking Val.”
- Disrupting the Order: “Great work defeating their forces. Every step we take will keep Azeroth safe. But usurpers are still trying to seize control.”
- Knocking Off the Top (Heroic): “Even the most ruthless of creatures falter when they see their greatest champions crumble to ash.”
- Port of Entry: “{name}, take a look at that platform above. What do you think they use that for? The void creatures steal wildlife from Azeroth and move them here to be broken, then added to their forces.”
- Seeking Knowledge Week 5 of 5: Off-World Magic: “Although it made an excellent catalyst, the primessence you retrieved revealed a factor we did not account for.”
- Spatial Reasoning: “The domanaar are more entrenched here than we thought and these storms refuse to relent even for a moment.”
- Surveying the Frozen Wastes: “We still hold the element of surprise, which gives us a moment to fortify our position. While Y'mera opens a more stable travel network for the rest of our forces, our scouts have gone ahead to survey the terrain.”
