You, who are hardly the size of one of our weapons? Pfft.

For fresh 70s looking for an easy time with this quest, the unique mob [npc=188447] can drop this item too and he is extremely easy to kill and has a 15 60ish second respawn timer. Coordinates are 53.42, 83.15 in Flashfrost Enclave (The Waking Shores).

Edited my misinformation.

To complete Tarjin's Tales quest you have to collect 25 [item=199822] from elite dragons
You can find elite dragons east and west of [faction=2507] Basecamp
The easy way is to farm Blazing Proto-Dragon - the quest dragon in Ohn'ahran Plains you'll get help from centaurs
You can find it west of Timberstep Outpost
Or you can kill [npc=188447] in Flashfrost Enclave, easy to solo elite dragon with fast respawn
