Even better than Jadzigeth is Blazing Proto-Dragon in Ohn'ahran Plains . While it has double the hp as Jadzigeth, you have all the npcs helping you making it die very fast, and low risk. It also has a 60 second spawn timer.
To complete Tarjin's Tales quest you have to collect 25 [item=199822] from elite dragons
You can find elite dragons east and west of [faction=2507] Basecamp
The easy way is to farm Blazing Proto-Dragon - the quest dragon in Ohn'ahran Plains you'll get help from centaurs
You can find it west of Timberstep Outpost
Or you can kill [npc=188447] in Flashfrost Enclave, easy to solo elite dragon with fast respawn/way #2022 16.10 62.70 Tarjin the Blind
