TheWoWDBMake sure you're using the extra action button next to the ice holes you cut in the ice yourself, not the small ponds where the nets and the quest giver are. You have to open up an ice hole before you can actually use the extra action button.

It worked for me now by standing next to an ice hole and pressing the Extra Action Button (i.e. NOT "flying over" as you have to do for the other one).
A couple of the Ice Crack pools seemed to be bugged. After breaking the ice, the extra action button disappeared and nothing would bring it back. Going to a different hole worked though.
