Tale of the Phoenix is a turn-in quest given by [npc=196214] at 16.16 62.62 on the western coast of The Waking Shores. It rewards the [item=193373]. /way #2022 16.16 62.62 Tarjin

To complete the turn-in you require 1x [item=199203], 15x [item=199080], and 20x [item=202062].

Once you have the items you can go to [npc=196214] at 16.16 62.62 on The Waking Shores and receive the [item=193373].

[npc=196214] gives a quest Tale of the Phoenix which will give [item=193373] as a reward for several items needed to be collected You will not be able to see the quest until you have collected a few of the items beforehand. How to get the pet:

Step 1: Before you start, make sure you have done the Worlds of Draenor campaign quest at least 5/9. You can check from this achievement Between Arak and a Hard Place. You can also confirm this by going to 52,40 in Spires of Arak and check if you can see [npc=88045]. If you can see him, go to step 3. If not, go to step 2.

Step 2: Head over to coordinates 37,18 in the northern part of Spires of Arak and find [npc=79539], who will give you the quest The Shadows of Skettis. Keep doing the quest chain until you are at least five out of nine from the campaign quests, where at that point you will have [npc=80648] give you the quest Cult of the Ravenspeakers. Go through the questline until you get to the quest The High Ravenspeaker, which will take you to visit [npc=88045] and you are now able to purchase items from him. Now that you know you can see [npc=88045], it’s time to start the grind!

Step 3: To purchase the [item=199203] from [npc=88045] you need one [item=199099], 20 [item=199092] and 10 [item=199097].
[item=199099] - You can only get this item when the Cataclysm Timewalking is active. Find a raid group for [zone=5723] and defeat [npc=52530], who will drop the [item=199099] for everyone in the raid group. No previous quests are needed to get the item.
[item=199092] - This item drops from [npc=6520] at Fireplume Ridge in the center of Un'Goro Crater. You are going to need 20 of these and unfortunately, the drop rate for this item is pretty low. Ideally you join a group and everyone can loot each other’s mobs. The [npc=6520] shares its spawns with [npc=6521], so make sure you kill both.
[item=199097] - Head back to Spires of Arak and look around for cookpots around the area, and you will find the [item=199097] inside of the cookpot. These have a respawn timer of between 15 to 30 minutes, so if you don’t really want to be flying around empty cookpots, just sit and wait for the ash to respawn in a cookpot and keep doing this until you have all 10.

Step 4: Once you have the above items, head back to [npc=88045] and purchase the [item=199203]. This is just one of the items you need for the pet.

Step 5: Next you need to collect 20 [item=202062] and 15 [item=199080] from the The Waking Shores.
[item=202062] - To see these items, go to [npc=189207] and purchase [item=199177]. Using this item will give you a 1 hour buff enabling you to see [item=202062] on the ground close to [npc=187923] and [npc=191637].
[item=199080] - These drop from [npc=187923] and [npc=191637] in the The Waking Shores. Item is a bit of a rare drop so be ready to dedicate some time farming these.
Tip: Purchase the [item=199177] before you start farming the Smoldering Phoenix Ash and collect the Ash feathers at the same time.

Step 6: Once you finally have all the items, that is, 1 [item=199203], 15 [item=199080] and 20 [item=202062], head over to [npc=196214] all over to the west side of the The Waking Shores, coordinates 16,62, where he will have a quest called Tale of the Phoenix, which will give you the pet in exchange for the items you collected.

And gratz! You’ve got yourself the [item=193373] pet!

He won't give the quest again even after getting a second ember from another Firelands TW lockout on the same character. Coulda saved me the time blizz.
