After running around the quest area for 10 minutes, I've concluded that there are only 9 Armaments that aren't guarded by named elites. So... bring a friend, or prepare to suicide-kite.
After running around for 20 minutes I've concluded there are only 9 racks, and spawn rate is atrocious.
If you have the quest "Stealing the Naga's Secrets" in your log, finish it and turn it in to Jaina before you do this WQ, otherwise the weapon racks bug and won't glitter, thus no looting them. I had to go back and turn in said quest before I was able to complete this WQ.
