In the cave where you turn in the previous quest (Deepsea Refuge, cave entrance 38.3, 30.9), there's a Zoatroid corpse on the ground to the left of the 4 NPCs that provides the necessary disguise. Amusingly, if you have your Ankoan follower with you, he gets a disguise too!
Once you enter the quest area, this one has a quick turn in and 2 fresh quests to pick up.
Note: the disguise drops when you leave the initial quest area, but automatically re-activates when you re-enter the area. Also, if you are in the quest area when your disguise drops (for example, because you fight a mob not impacted by the disguise), you will immediately aggro anything in range.

The quest giver is in a cave at 38,30. Come to it from the west side (the path) and it'll be obvious. In other words, it's halfway up the hill just east of the path, which hopefully makes sense if you've been wandering around for a while like I did.

What to do
Description
Entering the stronghold alone would be a death wish. The Zanj'ir slaughter outsiders on sight. The only way to get in without being killed is to appear to be under the effects of a zoatroid. Even then, the mind-shackled are put to work. You must obey all commands, or they will know your mind is still your own. Once the Zanj'ir believe you are mind-shackled, it should be easier to navigate their domain and uncover their secret.
