The NPC went missing after I turned in the previous quest.. was looking for it for like 10 minutes. Had to get away from the zone and come back to fix it and take the quest.
If you are having trouble finding the NPC like I did, Faerin is standing inside the orphanage building.
For a city that's within constant threat of attacks, I find the placement of an orphanage right next to the main gate a weird choice...

Storyline order is the client’s own QuestLine data from the current retail build.
Step 1 of 9. Chain order is read from the prerequisite data in the current retail client build, so it reflects what the game requires, not a curated storyline.

I still need more time with Alleria to learn about Xal'atath. What I have learned is very worrying. Faerin sent word that she was going to the orphanage, and asked you to meet her there.

We need to take the Veneration Grounds back from the kobyss. Push them back and pave a bloody path through them. We need to stop whatever is happening at the Eternal Flame! If they manage to corrupt it like they did at the tower... I don't even want to imagine what will happen.
Hope in Solidarity has 15 steps, from To Mereldar to The Rise of the Reckoning.
Maps its steps are placed on (steps per map): Hallowfall (14), Azj-Kahet (1).

Pins are the quest’s own POI points from the current retail client, projected onto the in-game zone map. The game marks one blob as the quest’s turn-in; the rest are objective areas. Points that fall outside a map’s window are dropped rather than guessed at.
