This NPC is located to the right of the road that exits Burning Steppes in the far southeastern corner. She's stationed on a small raised area where the valley begins. On the map, the road is shown entering the Redridge Mountains and is the road east of Morgan's Vigil.
This breadcrumb quest appeared for me after completing the Hero's Call: Swamp of Sorrows and running back to Oralius.
Before that he did not offer any quest at all.

Description
I've heard stories about a road to the Swamp of Sorrows. Mysterious tales of a meandering mountain pathway that completely bypasses Redridge and poops you right out into Bogpaddle! If you run out of things to do, I suppose you'll have to leave. And we'll all be sad. When you do leave, talk to Sharon Boomgetter in the southeastern corner of the Steppes. She'll give you a ride. <Oralius tilts his head, as if listening to something.> Winky? WINKY! NO!
