I just want to save everyone time so that you don't do what I did and run around for an hour trying to figure this out in BFA. It is phased, so you need to go to Mogushan Palace and talk to Zidormi before you try and complete this quest. This puts you back in the Legion timeline.

I couldn't find this turn-in. I first went back to class hall, nothing there.
I eventually found the turn-in on the way out of Guo-Lai Halls. Probably a bug. May this save someone else time.
Not sure why but the Edict of Stone portion of this is damn near impossible for an ilvl 675 elemental shaman. I get destroyed within about 15 seconds. He has a million health, I'm doing maybe 25k dps. I understand they want these to be challenging, but I can't move forward until I wait for someone to randomly be doing it in the same instance as me...

Description
The Thunder King conquered Pandaria using power stolen from the Titan Keeper Ra, known as "Ra-den" in the mogu tongue. If you truly seek to wield the relics of the Highkeeper, seek out his ancient edicts among the ruins in the heart of the mogu empire: The Edict of Stone, The Edict of Fire, and the Edict of the Storm. These pieces of the codex are scattered amongst the Guo-Lai Halls in the Vale of Eternal Blossoms, one in each wing.
