As of 8.3 you need to go back in time in order to turn this quest in. While in the corrupted phase Garrosh will be phased properly, but you will NOT be able to turn the quest in (the "?" will be grey and stay grey), so fly to Zidormi to go back in time, fly back to Shrine of Two Moons, go up stairs on the West side, into the room called "Chamber of Wisdom" and Garrosh will be there, waiting for you with a yellow "?"

Hope this helps! None of the other comments helped me fully understand this issue.

Three things:

1. I was awarded this quest at 1015 into Friendly.
2. The nearby NPC will offer a free flight to the Shrine. I assume there's a bug because the NPC will say that he'll fly you to the Shrine of the Seven Stars (the Alliance base) but he does fly you to the correct location.
3. For those confused by the placemarker, Garrosh is located on the 2nd floor (inside the actual shrine, not the terrace) in the room adjacent to the Challenge Mode vendor.
