If, like me, you didn't take the hippogryph and instead went to Spiritwatch Point on your own, you might run into a problem. I went there, didn't get credit for flying there, but killed Degar Bloodtotem anyway. After that, the eagle moved to the cliffside and gave me its blessing, but I wasn't getting credit for it and the NPC didn't have any new dialogue option.
To get credit for killing Degar AND getting the blessing, I had to abandon the quest and start over from Dalaran, taking the hippogryph like you're supposed to. Go figure. Fortunately, if you abandon the quest while at Spiritwatch Point, it will take you back to the landing platform in Dalaran.
Update: As others have mentioned in the comments, abandoning the quest is not required - just returning to Dalaran & taking the hippogryph from there should work.

*Legion Remix* Don't fly there yourself. Use the Hippogryph in Dalaran or the quest doesn't advance properly. If you kill the named mob he will not respawn. Abandon quest, get teleported back to Dalaran and then retake quest.

Description
The spear is linked to a spirit called Ohn'ahra. It has been tradition for us to speak with her and receive her blessing before going after the spear. She may also impart some knowledge. If you would accompany me to Spiritwatch Point, I will summon the Eagle Spirit and ask for its blessing in the coming fight.

Talonclaw is a mighty spear indeed! I first set eyes upon it when the Highmountain tauren led the members of my order up to Talon Peak to found the Trueshot Lodge. But such tales must wait for another time. Apata has been in Dalaran gathering supplies for her expedition.
