If you can see the NPC but cannot progress in the quest, you may first need to complete the world quest because an attack is currently taking place. You will then enter another phase where you can continue.
FYI: I experienced this in Remix.
If you've begun the quest chain to unlock Highmountain Tauren as an Allied Race, Mayla Highmountain and Spiritwalker Ebonhorn will not be available during normal questing. You may see a "!" or "?" on the map at Riverbend or Thunder Totem, but Mayla and Ebonhorn won't be there.
To continue normal questing in Highmountain, complete the Allied Race quest chain first. Afterwards, Mayla and Ebonhorn should be in Highmountain as normal.

What to do
Description
The Highmountain Tribes had intended to pledge our allegiance to your forces. We know war has come with the Burning Legion. However, we have been betrayed from within and must now ask for your aid. A great relic, the Hammer of Khaz'goroth, was stolen from our people by the vile drogbar. We need your help in recovering it.
