It's good to know who can solo it, but it might be helpful to get some more precise location notes and such.
I know the quest is fairly descriptive with "rear left", but for those unsure, the coordinates are 36.52, 7.36.
Go up the first little set of ramps to the second level where there's the big large prison cell in the middle. Go behind that and up the second ramp to the third level... the castle/keep looking thing is in front of you. Take an immediate left up another ramp (Which is at 36, 9) and you'll be there. When you see a large metal circle you know you're in the right place. The Wyrmcaller Vile should be standing there. Kill it for the horn and use the horn to call down Glacion. (It will take a moment, and he'll suddenly come out of nowhere.) He is a huge 71 elite undead looking dragonkin. He was immune to my Bash, but otherwise not a super tough fight.

Soloed as a <level> <class>. I used <ability> and <ability>. It was easy.
Just a warning, the Wyrmcaller seems to have quite a short respawn timer. After I killed him, I waited maybe a little over a minute to heal and get a cooldown back up. By the time I had summoned the wyrm, engaged it, and gotten him down to 50%, the Wyrmcaller was back up. I still managed to take them both down and survive, but you might want to pull the wyrm to one of the sides if you're worried.

Description
Your instincts were right to bring this to me, but my wind riders cannot fight a dragon. You must venture west to Gjalerbron and slay the frost wyrm and its master, Wyrmcaller Vile! Even now it may be on its way! If I'm reading these plans correctly, blowing the wyrmcaller's horn on his platform, outside in the rear left area of Gjalerbron, will call Glacion back. When the creature lands, destroy it! And {name}, bring me the horn. We wouldn't want it falling back into the wrong hands!
