My former level 110+ hunter still had several old Northrend quests in her quest log prior to talking to Chromie and starting the new "To Northrend" version of the quest.
Those old quests were all grey for her.
Once she accepted Chromie's new "To Northrend" not only did my hunter still have those "old" quests, but they were now no longer grey and were now her level range.

New quest offered by Chromie should you opt not to continue your adventure into BFA content after reaching level 10 if you choose starters island. Not sure if you still get directed to BFA content at level 10 if you choose your racial starter zone.
This one leads into Northrend for Horde. Replaces the old level 60 pop-up you got after choosing Northrend from Adventure Calls
Now then, the first quest in Howling Fjord's zone would be The New Plague offered up by this chap. The first quest for Borean Tundra is Hellscream's Vigil offered by this bloke.

Description
The Lich King stirs in the north. An undead army follows his command, marching across Northrend and spreading blight wherever they tread. We need you to stop them, {name}.
