This Quest is possible until a certain point in progressing through Kezan. It looks like you can get in until finishing Rolling with my Homies and can be accepted after deleting your Keys to the Hot Rod. By the quest symbol it looks like a daily quest but counts towards 3000 Quests Completed.
So I can just farm this quest until I have the title?
You can complete this quest several times, it will still count as Incomplete.
I deleted the keys and got them again several times, and it still count as Incomplete to this day.
