I picked up this quest while on "Winds of Change" and barely having any progress into garrison development.
"Integrating them into the construction materials of the garrison should prove useful."
So, actually this quest should be done before "Establish your Garrison".
But it is usually picked up when rescuing Olin in "Winds of Change"
