1. Travel back to Pang's Stead from any flight point, it's the farm in the far east of the Valley of the Four Winds.
2. Talk to the flightmaster, he has a new flight point. Take a flight to the Grassy Cline.
3. North, behind [npc=62658] is a staircase, take it and follow the path after, you're in The Veiled Stair.
4. You can now see your quest-destination on your map, follow the road way up.
5. The Spring Drifter (as mentioned in the quest) is a little wooden boat.

questgiver in 2020 showed me the boat but not the npc, due to some reason I just had to fly through the entire cave and he was at the docks on the otherside, i speaked to him and it got completed instantly, do not trust the quest arrow or map.
