This quest is still a known issue, with level 85's not being able to see Npc or complete this quest.
If you use Carbonite addon with "Show quest on map" turned on, you should be able to see all available quest. However, I got stuck at the same spot with no other available quest in the zone and this can make it seem like a dead end.
I found 3 item drops that start quests, that can open up more quest that count toward your Hillsbrad 50/50 loremaster achievement, this ended up to be all I needed and got it today.

If these do not end up completing your achievement after opening up all available quest, then you are definitely missing some out there in this zone, I Hope this helps a bit.

Dunno if its just me but after landing at the Isle Orkus never shows up so i can complete the quest . . . .

Description

The time of vengeance has come, {name}. Kasha can once more fly, thanks to you. She will take us to Purgation Isle so that we may confront the Stormpike dwarf general, Vanndar Stormpike, and his captain, Balinda Stonehearth. BOTH will pay for what they have done. Are you ready? Orkus cannot do this alone.
