The script says I have completed the quest but every day I am only offered the same items and never progress on the achievement.
If you can't pick up the quest from the banner, then you may need to finish the Obsidian Citadel intro, or more specifically the quest Black Wagon Flight. Activating the intro skip on an alt by talking to [npc=198751] will also flag the quest as completed.
After that, you should be able to get this quest from the banner inside The Roasted Ram in Valdrakken
