Garden Gallivant is another track that forces you to go slow at the start and then spam Surge.
The trick is to go slow/fly optimally going downhill for the start of the rack. Then once you are at the point where the track levels out (just before the upward climb) you want at least 2-3 charges, and then spam Surge goddamnit
I've made a guide on how to get gold medals for the achievement on all of these reverse races. I also made a custom WeakAura that shows more clearly what ability I'm using when, so you know when to use Surge Forward and when to use Skyward Ascent. The video description has timestamp links to the individual races.
