Pre-requisite is the quest Gatekeepers of Auchindoun.
Currently in beta it rewards the follower Magister Serena / Magister Krelas which is probably a bug. :)
Found follower at 58, 53. Completed quest and turned it. Did not seem to be a bread crumb quest to get there.
