Went back to turn in the quest, and it seems like I'm phased.
I got the plans to drop off of a gyromancer cultist.So looks like it will drop off any cultist .Killed 3 before i got it :)

We came here to investigate rumors of a Titan artifact up at the Masters' Gate to the southwest. One of those Twilight's Hammer cultists must have the plans for what they're doing up there. You're going to have to get them for us, {name}. Keep searching the cultists until you find them.
